Revised REACH Fee Regulation has been adopted by the European Commission, and it was published in the Official Journal of the European Union on 16 October 2025.

New fees start to apply 20 days after the publication, on 5 November. The 19.5% increase in standard fees and charges reflects inflation and is based on the average annual inflation rate in Europe for 2021-2023.

Under the updated Fee Regulation, micro, small, and medium-sized enterprises (SMEs) will have to apply for company size validation before submitting their dossiers. This ex-ante verification will start to apply 15 months after the Regulation enters into force. Until then, the current SME verification process applies.

New format for list numbers

The main substance identifier in REACH-IT is EC/list number. List numbers in their current format, xxx-xxx-x (where x = numerical digit), are soon running out. After external consultation and careful consideration, ECHA has decided to change the list number to alphanumerical format, keeping the original length.

Example of the new format: A00-000-0

This change will take place during early summer. Note that the change may affect your company’s recording systems outside REACH-IT
